Catherine Richmond-Cullen, Ed.D is the Director of the Pennsylvania Council on the Arts (PCA) Partnership Program (aieNEPA) at the Northeastern Educational Intermediate Unit.  She manages national and state award-winning arts education programming for schools and community agencies in northeastern Pennsylvania.
